Mr. West’s appearance happened without further ado before previous Gov. Rick Perry of Texas was named as President-elect Donald J. Trump’s pick to lead the Energy Department — a similar organization that Mr. Perry said during the 2012 presidential race that he needed to nullify.
For Mr. Trump, the visit was another feature grabber stuffed into a progression of more important occasions, including the likelihood of a standoff with Republicans in Congress over insight reports that Russia may have meddled in the election.
